EU official Brexit ECIs

If you're one of the many people affected by, or who simply disagree with, Brexit, then these OFFICIAL European Citizens' Initiatives need YOUR VOTE!

If you are resident in a country where you are not a citizen of that country, e.g. A Brit in Portugal, then read this document if the system doesn't let you sign any of the ECIs.

REGULATION (EU) No 211/2011 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 16 February 2011 on the citizens initiative

  • Article 5 : Procedures and conditions for the collection of statements of support
  • Paragraph 3.: Signatories may only support a given proposed citizens’ initiative once.

EU Citizenship vs EU Passport

There have been several attempts to attain European Union citizenship. But the EU isn't a government, and only Nation states can issue Citizenship.

However the EU can issue passports, and with them the rights of citizenship (Regulation 1417/2013) as is already sometimes done for diplomats and officials.

The countries of the EU have agreed that this form of passport, known as "laissez-passer", can be extended "on exceptional basis and upon due motivation, to special applicants"

The Commission has accepted that the Choose Freedom application is legally valid on this basis.

The goal of this initiative is simple...

“We will convince the European Commission and the European Parliament to pass a regulation and/or decision that will allow UK nationals to keep their EU citizenship regardless of Brexit negotiations, and with enough public pressure we will force the UK to reciprocate these rights by taking our case to the Court of Justice of the European Union (CJEU) before withdrawal negotiations are finalized.“

WHAT IS 'RETAINING EUROPEAN CITIZENSHIP' ABOUT?

We are seeking a way for people to retain their European citizenship if they wish. Our initiative, ‘Retaining European Citizenship’, has been submitted by the required seven EU citizens resident in seven member states: Belgium, France, Germany, Greece, Ireland, Italy and the UK. The text reads:

‘To uphold the right of Union citizens to move and reside freely within the territory of Member States under objective conditions of freedom and dignity (Directive 2004/38/EC), and to safeguard citizens of the Union from use as bargaining chips in negotiations under Article 50 TEU, requests the Commission submit a proposal to retain the rights of EU citizenship for all those who have already exercised their freedom of movement prior to the departure of a Member State leaving the Union, and for those nationals of a departing State who wish to retain their status as citizens of the Union'

24/05/2017: The Commission launched an open public consultation to gather views on the revision of the Regulation on the European Citizens' Initiative. This is now closed.
